Building works in the malls
Apply for a permit to establish a work zone or block off part of the Queen Street or Valley malls for construction work.
Working in the malls
If you're undertaking works in the city malls, you’ll need to apply for a permit.
You need a permit for:
- any work that requires any part of the mall to be blocked
- erecting scaffolding or hoarding on the mall to perform works.
Examples of works include:
- shop fit-out or de-fit
- applying decal and stickers on shopfronts
- cleaning
- demolition
- facade/awning repair
- maintenance/repair work
- refurbishment
- construction
- excavation
- painting
- deliveries
- blocking the braille trail
- signage or lightbox installation.
Apply for a permit
Provide the following documents as Word, PDF or JPG files:
- Certificate of Currency for public liability insurance to the value of $20 million
- work method statement and/or work health safety plan and risk assessment
- photos of hoarding to be used
- work zone site plan
- copies of any approvals relating to the work (e.g. development approval, building approval, construction management plan conditions, advertising sign licence).
An application fee of $337 must be paid when submitting your application.
If the application is successful, a permit fee of $28 will be charged for each square metre/week or part thereof.
For some types of work, a security deposit of $1,003 for each square metre (granite or honed concrete) may be payable before work starts.
These fees do not attract GST.
Complete the online application form and upload your supporting documents.
You can pay your fees using a Visa or MasterCard.
If you need vehicle access to a mall as part of your proposed work, you can apply for a mall traffic permit as part of your application.
Applications will be acknowledged within 5 working days and may take 5-10 working days to be processed.
If your application is approved, you must:
- follow all permit conditions
- keep the area clean and tidy
- ensure appropriate traffic management is in place
- ensure your hoarding and scaffolding remains safe
- ensure the mall and neighboring properties noise or dust from your worksite is controlled and kept to a minimum
- pay for any damage you may have caused to the mall.
Malls access for other works
To set up a work area in any of the city mall precincts, you need to provide the following information:
- confirm the date and time to access the malls to complete works
- copy of your telecommunication provider licence
- copy of your public liability
- map of the pit lid to be accessed
- safe work method statement for work
- the type of barricading to be used.

The permitted hours for works in the mall areas is midnight to 7am, Monday to Friday.
